When businesses import goods under the Import of Goods at Concessional Rate (IGCR) Rules, they are required to submit a customs bond. This bond serves as a financial guarantee to the customs authorities that the importer will properly use the goods for the declared purpose and comply with all post-import conditions. However, many importers are unsure about how long this bond remains valid and when it needs to be renewed or discharged.

Unlike licenses or registrations that come with a fixed expiry date, the IGCR framework does not specify a definite time limit for the validity of a customs bond. Instead, the bond is treated as a continuing obligation. It remains in force until the importer has fulfilled all conditions linked to the concessional imports. This typically includes proper end-use of the goods, submission of required returns, and evidence of consumption or utilization within the permitted timelines.

Once these obligations are met and no dues or violations are pending, the bond can be discharged or closed. For many manufacturers and service providers who import regularly, a general bond is executed and kept operational over a long period. It can also cover multiple consignments without needing to be recreated each time. In such cases, the bond remains valid indefinitely until it is either exhausted, replaced, or voluntarily withdrawn after compliance.

If the bond amount gets fully utilized because of successive imports, authorities may ask for enhancement or execution of a fresh bond. Smaller or occasional importers may choose a bond that covers only specific consignments and close it once the proof of usage is submitted.

In essence, the validity of a customs bond under IGCR is not time-bound but compliance-bound. It continues until all responsibilities under the rules are fulfilled. This flexibility allows importers to operate smoothly while ensuring customs has sufficient security in case of non-compliance.
