The Importer of Record (IOR) is responsible for ensuring that goods are imported into a country—such as India—in full compliance with all applicable laws and regulations. This role carries legal, financial, and regulatory responsibilities, making it one of the most crucial positions in the import process.
The IOR must prepare and file all customs documentation, including the Bill of Entry, commercial invoice, packing list, and any permits or licenses required for restricted or regulated items. They are also responsible for accurately classifying the goods under the appropriate HS Code, which determines the applicable duties and taxes.
One of the primary responsibilities of the IOR is to pay all import-related charges, such as Basic Customs Duty (BCD), Integrated GST (IGST), social welfare surcharge, and other applicable fees. Additionally, the IOR ensures that the imported goods comply with specific Indian regulations, such as BIS certification, EPR compliance for electronics and batteries, or WPC approval for wireless products.
The IOR is also responsible for coordinating with customs authorities, responding to any queries, and ensuring that the goods are legally cleared and released. After import, the IOR must maintain records of the transaction for audit and compliance purposes.
