ICEGATE, the Indian Customs Electronic Gateway, plays a central role in implementing the MOOWR scheme online. It acts as the digital interface between applicants and Customs, ensuring a paperless and transparent approval process.

Online Application Filing
The MOOWR application is submitted through the ICEGATE portal. Applicants provide business details, warehouse information, nature of operations, and details of goods to be imported. Supporting documents such as GST registration, IEC, layout plans and process notes are uploaded electronically.

Bonded Warehouse Licensing
ICEGATE is also used to apply for a private bonded warehouse licence alongside MOOWR permission. Both requests are routed to the jurisdictional Customs Commissioner through the portal, allowing parallel processing.

Document Scrutiny and Communication
Customs officers review the application and documents on ICEGATE. Any queries, deficiencies or requests for clarification are raised directly on the portal, ensuring clear and traceable communication.

Bond Execution and Compliance
Post approval, execution of the B 17 Bond and submission of related documents are also carried out via ICEGATE. The portal is further used for filing returns and managing ongoing compliance under MOOWR.
