The MOOWR license does not have a fixed validity period or expiry date. Under Section 58 of the Customs Act, 1962, once Customs grants a private bonded warehouse license, it remains valid indefinitely. There is no annual or periodic renewal requirement, unlike many other incentive schemes. The license continues as long as the warehouse operator complies with the prescribed conditions.

The manufacturing permission under Section 65, which allows operations such as manufacturing, processing, assembling, packing, or repacking inside the bonded warehouse, is also co terminus with the Section 58 license. This means the Section 65 permission remains valid as long as the bonded warehouse license is active and the approved activities are followed.

However, Customs authorities have the power to suspend or cancel the license if there is non compliance, misuse of the facility, failure to maintain records, non filing of returns, or violation of warehouse conditions. Customs may also conduct periodic audits, inspections, or compliance reviews to ensure proper control of bonded goods.

In practical terms, MOOWR is a one time approval with continuous compliance, not a time bound or short term license. As long as the unit follows customs regulations and approved processes, the MOOWR authorization remains valid without any expiry.
