A certificate of origin for import is the document an Indian importer relies on to claim a preferential duty rate under a trade agreement. Since 18 March 2025 the correct term in Indian customs law is proof of origin, following Notification 14/2025-Customs (NT), with CBIC Circular 14/2025-Customs dated 21 April 2025 aligning the guidance.
The change is not cosmetic. It widens the concept beyond an agency-issued certificate to include self-certified declarations under agreements that allow them.
The rule that catches importers, though, is older. Under Section 28DA of the Customs Act and the CAROTAR 2020 rules, producing the document does not discharge your duty of reasonable care. You must satisfy yourself that the origin criteria are actually met.
The practical consequence is that a supplier who sends a certificate and nothing else has given you half of what you need.
CAROTAR 2020 sets out the origin-related information an importer should possess, commonly worked through as Form I. In substance it covers:

Verification of a certificate of origin for import follows a set sequence.
Query to the importer first. The proper officer asks you for origin information under Section 28DA before going further.
Verification request to the exporting country. If the answer is insufficient, customs can route a verification request to the issuing authority abroad.
Provisional assessment. The consignment can usually be released against security while verification runs, so cash flow rather than clearance is the immediate cost.
Denial of preference. If origin cannot be established, the claim is disallowed, differential duty and interest follow, and penalty provisions can apply.
Suspension of preference for identical goods. Where a claim fails, customs can decline preferential treatment on subsequent identical consignments from the same supplier until the position is resolved.
