IGCR Form 3A is the intra-quarterly return statement that an importer files on the ICEGATE 2.0 portal to declare the receipt and consumption of goods imported under the concessional duty scheme, on any day within the current quarter. Its main practical purpose is to trigger re-credit of the continuity bond faster than waiting for the full quarterly return. If you import frequently and want your bond amount freed up sooner, Form 3A is the filing that does it.
Form 3A works alongside Form 3, the mandatory quarterly return. Form 3 is the compulsory filing every IGCR importer must submit for each quarter, while Form 3A is the optional interim filing you use between quarterly cycles to keep bond utilisation current.
The two forms are easy to mix up, so here is the clean distinction.
Both forms are filed IIN wise, regardless of the port of import. If you hold multiple IINs, you file a separate Form 3 or Form 3A for each one.
Under IGCR, the continuity bond you furnish is blocked to the extent of the differential duty on goods still in process. That bond amount is only released once you prove the goods were consumed for the declared end use. Waiting until the quarterly Form 3 to report consumption means the bond stays blocked longer.
Form 3A solves this. By declaring consumption during the quarter, a high-frequency importer can obtain intra-quarterly bond re-credit rather than waiting for the quarter to close. For businesses running large or continuous import volumes, this materially improves working capital. The bond re-credit functionality for IGCR returns is enabled on the ICEGATE portal for periods after January 2025.
If you have older guidance that refers to a monthly IGCR return, it is out of date. Following the 2025 budgetary changes, the previously mandatory monthly return was replaced with a quarterly filing system, available from April 1 onward. Quarterly returns for the previous quarter are submitted between the 1st and the 10th of the first month of the subsequent quarter, using the official Excel utility or the webform.
This is a common source of confusion because a lot of published material, including some consultancy sites, still describes an IGCR monthly statement. The current ICEGATE 2.0 position is quarterly for Form 3, with Form 3A available intra-quarter.
Filing of the old monthly return (Form 3) and intra-monthly return (Form 3A) through IGCR 1.0, for periods up to December 2024, was discontinued with effect from 9 June 2025. From that date, users file the quarterly Form 3 and the intra-quarterly Form 3A on ICEGATE 2.0 instead. For any older manual or 1.0 filings from before that transition, importers are generally advised to contact their jurisdictional or EPC officer to reconcile bond re-credit.
After logging into the ICEGATE 2.0 portal, the IGCR option appears under the Services tab. You select your IIN, then choose the IGCR Form 3A widget for intra-quarterly returns. The return captures goods imported, quantities re-exported, goods cleared on payment of duty, manufacturing unit details, and end-use receipt. Data can be entered through the webform or uploaded using the official DG Systems Excel utility. The utility structure must not be altered: headers and columns stay fixed, no field may be left blank, and only rows may be added according to the number of bills of entry or items.
Return filing is where most IGCR compliance problems surface, because a missed or rejected return can lead to bond enforcement and demand of the differential duty.
