Why importers ask this question
Most importers appointing an IGCR, MOOWR or SVB consultant find the gap late. The consultant prepares the registration, the bond and the returns, but has no control over the Bill of Entry. So when customs raises a query at the port, the importer ends up coordinating between a consultant, a customs broker and a freight forwarder who have never worked together, and each one points at the other.
A scheme like IGCR only delivers its duty saving if the compliance and the clearance line up on the same consignment. The IIN and the continuity bond number have to appear correctly on the Bill of Entry. The goods have to be received, recorded and reconciled against what was declared. If the paperwork and the port are run by two firms with no relationship, that reconciliation is the importer’s problem.
