IGST refund status lives in two systems, not one. The GST portal decides whether your export invoices are even transmitted to customs. ICEGATE decides whether the refund is validated and scrolled to your bank. An exporter who checks only one of them can wait months on a refund that was never sent in the first place. Both checks are free and take about five minutes each.
This guide covers both IGST refund status checks, the export ledger rule that silently blocks transmission, what each response code against your Shipping Bill means, and who has to act on each one.

On a zero-rated export where IGST has been paid, the Shipping Bill itself is the refund application. Nothing is filed separately. What has to happen is a handshake:
Any one of those four can stall, and each has its own screen. That is why an IGST refund status answer of “pending” from your accountant is not an answer. Pending where is the question.
Start your IGST refund status check here, not at customs. If the invoices never left the GST portal, nothing at ICEGATE will show anything at all, and exporters routinely spend weeks chasing customs for a record customs never received.
This is the screen that tells you whether your IGST refund status problem is a GST problem or a customs problem. Everything below the transmission point is customs.
This is the single most common cause of an export refund that shows no error anywhere, and most exporters have never seen the screen.
The GST portal does not look at your invoices one by one. It uses a ledger. It cumulates the IGST and cess on export and SEZ invoices from Tables 6A, 6B and 9A of GSTR-1 or 1A, and compares that with the IGST and cess paid under Table 3.1(b) of GSTR-3B, across all periods. Eligible invoices are transmitted to ICEGATE only when the tax paid under Table 3.1(b) is equal to or greater than the tax on those invoices.
The difference is held as your export ledger balance. In GSTN’s own words, where that balance is negative the GST portal will not transmit any eligible invoice to ICEGATE. Not the shortfall, any of them.
To see it, open the same Track status screen and click View Export Ledger. The pop-up shows Net IGST Balance and Net CESS Balance, each being the difference between the cumulative figure in Table 3.1(b) and Tables 6A, 6B and 9A, and you can download the return period wise breakup as a CSV.
A negative balance is fixed in GSTR-3B, by paying the shortfall under Table 3.1(b) in a later period. Once the ledger turns positive the held invoices are transmitted.
Once invoices have been transmitted, the customs side has two enquiries. Both sit behind login and are open to any authorised IEC user, and both are documented in CBIC’s Enquiries 2.0 post-login user manual. Our guide to the ICEGATE login covers getting in.
This shows the IGST Shipping Bills sanctioned for a given location. The screen displays your IEC and PAN automatically. You select a date range of not more than seven days and a location, then search, and the scroll details for each Shipping Bill are returned. The seven-day cap catches people out, so work backwards a week at a time rather than trying a quarter.
This is the diagnostic one. Select the return month and year, enter the GSTIN and select the location. The result is the IGST validation detail and the response code against each Shipping Bill number. That code is the actual answer to why a refund has not moved.

The response code is the fastest honest read on IGST refund status there is. SB002 and SB006 are both manifest problems and are the carrier’s to fix, not yours. Our EGM status guide covers how to evidence and escalate those two.
An IGST refund status that will not move is almost always one of those six. On the export side generally, our guides to shipping bill status and EGM status cover the two documents this refund depends on.
Three things to carry away. Check the GST portal before customs, because an untransmitted invoice has no customs record to find. A negative export ledger stops every invoice, not just the shortfall. And the response code in IGST Validations Enquiry tells you whether the fix is yours or the carrier’s, which decides who you chase.

IGST Scroll Sanctioned Status allows a range of seven days or less. Search week by week.
It means the EGM has not been filed. Only the shipping line, airline or their agent can file it, so it is theirs to fix.
Check the bank account registered with customs. A sanctioned scroll still fails if the account details are not valid.
