What is the role of ICEGATE in MOOWR application

ICEGATE MOOWR filings changed materially in late 2025. Circular No. 28/2025-Customs, effective 15 November 2025, launched an online module on ICEGATE 2.0 for filing and processing applications under Section 65 of the Customs Act, 1962.

The module covers MOOWR for warehouses licensed under Section 58, and MOOSWR for special warehouses under Section 58A. Applications, transfer requests, and monthly returns now run through it.

What the ICEGATE MOOWR Warehouse Module Does

The Warehouse Module supports the online filing of warehouse licence applications, the online submission and processing of requests to transfer warehoused goods, and the uploading of monthly returns.

It also tracks and records the movement and ownership of goods imported under an Into-Bond Bill of Entry, so goods can be monitored within and between warehouses. Authorised signatories submit through ICEGATE, and customs officers process there.

ICEGATE MOOWR: Registering as a Warehouse Licensee

Undertake fresh registration on the ICEGATE login page and select the role of Warehouse Licensee. Applications for licences under Sections 57, 58, and 58A are filed online, and the system auto-selects Section 65 where MOOWR or MOOSWR is sought.

GSTIN is mandatory to initiate any warehouse licensing application. Identity is validated by OTP on the registered mobile and email, and DigiLocker-based document validation is supported. After the proper officer registers the warehouse, an ICEGATE ID is generated automatically and communicated by email.

The Port Code Determines Your Officer

This detail causes more delay than any other. The application is routed to the officer based on the port code selected by the applicant.

You must know your jurisdictional port as notified by the Chief Commissioner. Filing with the wrong port code sends the application to the wrong officer, and the same code governs routing for inter-warehouse and intra-warehouse movements.

One ICEGATE ID Per Warehouse

A user, identified by PAN, may apply for licences at multiple locations, and a separate ICEGATE ID is created for each warehouse registration.

Multiple licences may be applied for even under the same GSTIN. Existing warehouse users must supply the Commissionerate file number when registering.

Transhipment Bond, Not Transit Bond

Here is the trap most units discover late. A transhipment bond is mandatory for physical transfers between warehouses. Users who furnish a transit bond find it rejected by the system.

The transhipment bond is debited and re-credited by ICES after warehousing at destination, which is why the system insists on it. A transit risk insurance policy is separately required and is not a substitute. A single document covering both may be created and uploaded to e-Sanchit, with the Image Reference Number quoted.

ICEGATE MOOWR: Bills of Entry You Will File

Three types matter to a MOOWR unit. A Bill of Entry for warehousing brings goods into bond without payment of duty. An ex-bond Bill of Entry clears them for home consumption with duty paid. A shipping bill takes resultant goods out for export.

Filing requires ICEGATE credentials and a registered digital signature certificate. Under Section 15(1)(b), the rate of duty is that in force on the date the ex-bond Bill of Entry is presented.

Monthly Returns Through the Module

Warehouse monthly returns are uploaded through the module and entered or approved in the system by the officer. This sits alongside the Regulation 17 obligation to maintain digital accounts and furnish them to the bond officer monthly.

Where the warehouse is also used for non-Section 65 purposes, a separate monthly return in Form B applies under Circular No. 25/2016-Customs.

What ICEGATE Does Not Replace

The ICEGATE MOOWR module digitises filing. It does not remove the underlying obligations. You still execute a triple duty bond under Section 59, appoint a warehouse keeper with a digital signature, maintain Annexure B accounts with an audit trail, and submit to a one-time physical verification of the premises before licence grant.

Nor does ICEGATE registration displace your IEC, GST registration, or any product approval such as BIS or WPC.
