PIMS registration is the mandatory online advance registration for importing notified Chapter 48 paper and paperboard into India. You file it on imports.gov.in with your IEC and pay a flat ₹500. The system then issues an automatic Unique Registration Number (URN) valid for 75 days.
The rule that catches importers is the window. You can apply from the 75th day until the 5th day before expected arrival. Nhava Sheva customs has confiscated cargo filed too late and filed too early, despite a valid URN.
Below you will find who needs PIMS registration, the filing window, the portal steps and the Bill of Entry fields. We also walk through recent customs orders that show the cost of getting it wrong. JPARKS INDIA files PIMS for paper, packaging and converting importers, backed by customs clearance work since 1990.
| Detail | Rule |
| Legal basis | DGFT Notification No. 11/2015-2020 dated 25.05.2022, now Policy Condition 04 of Chapter 48, ITC (HS) Schedule I |
| Portal | imports.gov.in, DPIIT Import Monitoring System (Paper) |
| Run by | Department for Promotion of Industry and Internal Trade (DPIIT), hosted by NIC |
| Login | IEC number, captcha, then OTP or password |
| Government fee | ₹500 per registration number, paid online |
| Earliest filing | 75th day before expected arrival |
| Latest filing | 5th day before expected arrival |
| Validity of URN | 75 days |
| URN format | Starts with DPIIT-PPR, sent to the IEC email and mobile |
| Multiple Bills of Entry | Allowed under one URN within validity and the registered quantity |
| Bill of Entry entry | URN and its expiry date |

The Paper Import Monitoring System (PIMS) is an online data-capture system for imports of specified paper and paper products. DGFT moved 201 Chapter 48 tariff lines from “Free” to “Free subject to compulsory registration under PIMS”. Online filing opened on 15 July 2022 and enforcement began on 1 October 2022.
PIMS is not an import licence. Nobody approves or rejects your shipment on merit. The government collects price, quantity, origin and supplier data in advance. The system issues a number automatically once you pay.
That data is not idle. It feeds policy decisions such as the minimum import price on virgin multi-layer paper board, covered under Latest Updates below.
Most guides, including several YouTube tutorials, say PIMS is filed “on the DGFT portal”. It is not. DGFT issued the policy notification. The registration module itself is run by DPIIT on the official Import Monitoring System portal.
The link to DGFT is your IEC. The portal pulls your email and mobile from the DGFT IEC database. Your IEC profile must be current before you start.
The Commerce Ministry’s PIB release of 12 July 2022 names four targets. These are “Others” tariff line imports, under-invoiced dumping, mis-declared prohibited goods, and re-routing to misuse trade agreements.
That tells you what customs looks for in your PIMS data. Vague “other paper” descriptions, prices well below market and odd routing invite questions.
Customs does not treat a late PIMS registration as a paperwork slip. Registration outside the 75-to-5-day window is read as a breach of Section 11(1) of the FTDR Act, 1992. The goods then become “prohibited goods” under Section 2(33) of the Customs Act, 1962.
Four orders from Jawaharlal Nehru Custom House (JNCH), Nhava Sheva, show how this plays out. All were passed in August and September 2025.
| Importer and order | What went wrong | Goods value | Redemption fine + penalty |
| Everready Industries, JNCH Order 833/2025-26 | URN taken 28.08.2025, four days after the 24.08.2025 arrival | ₹25,47,772 | ₹1,50,000 + ₹50,000 |
| ITC Limited, JNCH Order 675/2025-26 | URN taken one day before arrival; one of two items registered; GSM and CTH did not match the BoE | ₹68,40,714 | ₹80,000 + ₹20,000 |
| Everest Electricals, JNCH Order 760/2025-26 | URN taken 31.05.2025 for a 17.08.2025 arrival, about 78 days early | ₹15,29,123 | ₹75,000 + ₹5,000 |
| Optimed Corporation, JNCH Order 926/2025-26 | URN taken 06.08.2025 for an 08.08.2025 arrival, inside the 5-day cutoff | ₹5,42,465 | ₹45,000 + ₹10,000 |
In every case the goods were confiscated under Section 111(d) and released on a redemption fine under Section 125. A penalty followed under Section 112(a).
Most guides warn only about filing late. The Everest Electricals order shows the other edge. A registration taken more than 75 days before arrival sits outside the window. The URN then does not cure the import, though valid on paper.
Look at who these importers are. A battery maker buying separator paper. An electrical firm buying semiconductive crepe paper. An optical frame importer buying paper cases. None of them think of themselves as paper importers, which is exactly why the 5-day and 75-day limits slipped.
Anyone importing an item whose eight-digit ITC (HS) code carries the PIMS policy condition, whatever the purpose of import. DGFT’s Policy Circular No. 45/2015-20 dated 23.01.2023 confirmed this applies regardless of transport mode or scheme.
That covers:
The original list ran to 201 tariff lines and has been amended since. Check your exact code against Policy Condition 04 in the current ITC (HS) Schedule I on the DGFT notifications page. A supplier invoice code that differs from your broker’s classification is the first thing to settle.
The PIB release excludes currency paper, bank bond and cheque paper, and security printing paper from mandatory registration. Paper samples with an FOB value up to ₹10,000 are also exempt, covered under Exemptions below.
Do not assume an exclusion from the product name alone. The test is always the eight-digit code against the policy condition.
The window runs backwards from the expected date of arrival, not the Bill of Entry or sailing date. Three dates matter, and they are easy to confuse.
| Date | What it means | Example: arrival 20 November 2026 |
| Window opens | 75th day before expected arrival | 6 September 2026 |
| Window closes | 5th day before expected arrival | 15 November 2026 |
| URN validity | 75 days from grant | URN granted 1 November expires 15 January 2027 |
Use the PIMS filing date checker on this page: enter the expected arrival date. It shows the earliest date, the last legal date and our recommended date.
There is no document upload. The DPIIT portal states that no manual documents go to any authority. You key in the data, so your source documents must be at hand and consistent.
| Keep ready | Why it matters |
| IEC with current email and mobile | The OTP and the URN go to the contact details in the DGFT IEC database |
| Commercial invoice | Supplier, unit price, quantity, total value and currency |
| Packing list | Quantity per item, matched to what you declare |
| Bill of lading or airway bill | Port of import and expected arrival date |
| Technical specification sheet | Grade, GSM and coating, which drive the eight-digit code |
| Confirmed ITC (HS) code for each item | Each notified item on the BoE needs to be covered by the registration |
| Online payment method | ₹500 per registration, paid electronically |
Classify each item to eight digits and check that Policy Condition 04 of Chapter 48 applies. If the code is uncertain, resolve it with your customs broker now, not after filing.
Open your IEC profile on the DGFT portal and confirm the email and mobile number. If they are outdated, file an IEC modification first, because PIMS cannot change them. A deactivated IEC will block login entirely, so make sure the annual IEC update is done.
Go to imports.gov.in and choose DPIIT Import Monitoring System (Paper). Select PAPER as the import category and click Login with IEC. Read the notice page and click Continue.
Enter your IEC number and the captcha. Choose Login with OTP or Login with Password. The OTP goes to the mobile and email held in the IEC database.
Enter supplier and origin details, the eight-digit code and a precise description with GSM and grade. Then add quantity, unit price, value, port of import and expected arrival date. Match every figure to the invoice and packing list, including the unit of quantity.
Pay online through the portal. The URN is granted immediately after successful payment. Incomplete applications stay saved in your account, so you can return to one before paying.
The URN begins with DPIIT-PPR and is sent to the IEC email and mobile. Download it, record the expiry date, and send both to your customs broker the same day.
Your broker enters the URN and its expiry date in the Bill of Entry filed on ICEGATE. One URN can serve several Bills of Entry within its validity, up to the registered quantity.

Customs checks three things against your PIMS registration at assessment: the dates, the description and the quantity. The URN date must fall inside the 75-to-5-day window measured from the inward date. The description and code must match the BoE line. Cumulative quantity across Bills of Entry must stay within the registered quantity.
For split shipments, keep a running tally of quantity cleared against each URN. When the next consignment would exceed it, file a fresh registration in time rather than stretching the old one.
Clean PIMS compliance rests on a working ICEGATE registration and a reliable broker.
DGFT has clarified the edge cases through two policy circulars. These are the positions that hold today.
| Situation | Position | Source |
| Paper samples | Exempt where FOB value is up to ₹10,000, irrespective of quantity | Policy Circular 45/2015-20, 23.01.2023 |
| Air cargo | No exemption; PIMS applies regardless of mode | Policy Circular 45/2015-20 |
| Temporary or returnable imports | No exemption; PIMS applies regardless of purpose | Policy Circular 45/2015-20 |
| Advance Authorisation, IGCR, EOU, SEZ | PIMS still mandatory | Policy Circular 45/2015-20 |
| Non-commercial import under common IEC by individuals or government | Exemption can be considered | Policy Circular 45/2015-20 |
| Import into SEZ, FTWZ or EOU | Registration required at the point of import by the unit | Policy Circular 41/2015-20, 05.07.2022 |
| SEZ, FTWZ or EOU to DTA, no processing | No fresh registration by the DTA unit | Policy Circular 41/2015-20 |
| SEZ, FTWZ or EOU to DTA after processing that changes the eight-digit code | DTA importer must register if the new item is notified | Policy Circular 41/2015-20 |
Both circulars are listed on the DGFT policy circulars page. If you import paper under IGCR, the concessional duty does not remove the PIMS requirement.
Several page-one guides repeat errors that cost importers money. Each correction below is taken from the DPIIT portal or the PIB release.
| Myth on other guides | What the official source says |
| File PIMS on the DGFT portal under Services | File on imports.gov.in, the DPIIT Import Monitoring System |
| A Digital Signature Certificate is needed to log in | Login uses IEC, captcha and OTP or password; DPIIT’s instructions list no DSC |
| Upload the invoice and supporting documents | DPIIT states no manual documents are submitted to any authority |
| Register at least 5 days before the Bill of Lading date | The count runs from the expected date of arrival, not the B/L |
| Download the certificate after approval | The URN is automatic and issued just after payment |
| Symptom | Why it happens | Fix |
| Query at assessment on registration date | URN taken inside the 5-day cutoff | Cannot be cured after arrival; expect adjudication. File the next one earlier |
| Query that URN predates the window | URN taken more than 75 days before arrival | File only once the arrival date is inside 75 days |
| URN expired before the BoE | Vessel delayed beyond 75 days from grant | File a fresh registration within the window for the revised ETA |
| Description or code mismatch | PIMS filed from a pro forma, invoice changed | Re-register to match the final invoice before arrival |
| Second BoE rejected on quantity | Cumulative quantity exceeded the registered figure | Fresh registration for the balance |
| OTP not received | IEC holds an old mobile or email | Modify the IEC on the DGFT portal first, then retry |
| Login fails | IEC deactivated for missing annual update | Complete the annual IEC update, see how to reactivate an IEC |
| Portal error during filing | Technical fault on the module | Email [email protected] with IEC and screenshots, and do not wait until day 5 |
Minimum import price on virgin multi-layer paper board. DGFT Notification No. 26/2025-26 dated 22.08.2025 set an MIP of ₹67,220 per MT on CIF value. It covers codes 48059100, 48059200, 48059300, 48109200 and 48109900. Notification No. 38/2026-27 dated 30.09.2026 extended it to 31 March 2027. Imports at or above the MIP remain free subject to PIMS registration.
MIP exemptions do not exempt you from PIMS. Policy Circular No. 04/2025-26 dated 03.09.2025 exempts EOU and SEZ imports not sold into the DTA. It also exempts imports under Advance Authorisation or DFIA. Those imports still need PIMS registration.
PIMS is still in force. Export councils have asked the government to revoke PIMS. As of 27 October 2026, the DPIIT portal still enforces it. DGFT’s 30 September 2026 MIP extension also kept the PIMS condition.
JPARKS INDIA has handled import compliance since 2019, backed by S.K. Agency, AEO-LO customs brokers since 1990. The same group files your Bill of Entry, so PIMS and customs data are prepared together. That gap is where most PIMS failures start.
Send your invoice and expected arrival date to [email protected] or call 09167 379073. We will confirm whether PIMS applies and the last safe date to file, usually the same working day. You can also reach us through our contact page or browse all our import export services.
PIMS registration is the compulsory online advance registration for importing notified Chapter 48 paper and paperboard products into India. You file it on imports.gov.in, pay ₹500 and receive a URN valid for 75 days.
No. It is filed on the DPIIT Import Monitoring System at imports.gov.in. DGFT notified the policy, and the portal uses your DGFT IEC for login and contact details.
₹500 per registration number, paid electronically on the portal. The fee does not change with consignment value or quantity.
No earlier than the 75th day and no later than the 5th day before the expected arrival date. Two to three weeks before arrival is the practical sweet spot.
75 days from grant. You can file several Bills of Entry against one URN within that period, up to the quantity registered.
Customs treats it as a breach of the FTDR Act. JNCH orders in 2025 confiscated such goods under Section 111(d), with redemption fines and penalties under Section 112(a).
No. The system captures data online and generates the URN automatically. Keep the invoice, packing list and bill of lading ready to key in accurate figures.
It begins with DPIIT-PPR, followed by the year and a serial. It goes to the email and mobile on your IEC.
Air shipments need PIMS like sea cargo. Paper samples up to ₹10,000 FOB value are exempt, irrespective of quantity.
Yes, at the point of import. A DTA buyer needs no fresh registration unless processing changed the eight-digit code into another notified item. PIMS also applies to imports under Advance Authorisation and IGCR.
