How we put the product on the right BIS route, the CRS lab-test path rather than a factory audit, set up the Indian representative, and flagged the WPC approval it also needed.
BIS is not one scheme, and the route sets your timeline
BIS certification is mandatory for a long list of products sold in India, but the scheme you fall under decides everything about your timeline. For MeitY-notified electronics and IT goods, the route is the Compulsory Registration Scheme (CRS): a sample is tested at a BIS-recognised lab, you receive an R-number, and there is no factory audit.
For products under mandatory ISI marking, a foreign factory goes through the Foreign Manufacturers Certification Scheme (FMCS): a full factory audit, a BIS officer travelling at the applicant’s cost, a bank guarantee, and a six-to-nine-month timeline. Put a CRS product on the FMCS path by mistake and you lose months and a lot of money. A smartwatch is a CRS product.
The client and the challenge
Profile: an international electronics brand bringing a new smartwatch line to India, with a festive-season launch date and little familiarity with the Indian framework.
- A hard launch date. Certification had to be in hand before the festive shopping window opened.
- The right scheme. Smartwatches fall under CRS, so the fast lab-test route applied, not the months-long factory-audit route.
- A foreign manufacturer. As an overseas brand they needed an Authorised Indian Representative to hold the registration, a requirement that is easy to miss.
How we handled it
- Confirmed the smartwatch was a CRS product and put it on the lab-test route rather than the FMCS factory-audit route.
- Set up the Authorised Indian Representative, mandatory for a foreign manufacturer under CRS.
- Identified the applicable IS standard and arranged the sample test at a BIS-recognised lab.
- Prepared and filed the CRS application for the R-number once the sample passed.
- Flagged that the smartwatch, as a Bluetooth device, also needed a WPC ETA, and set that running in parallel so it would not stall the launch.

- R-number in time. The registration came through within the CRS timeline, ahead of the festive window.
- No late surprise. The wireless approval was handled alongside, so a second requirement did not surface at the last moment.
- Compliant entry. The brand launched on schedule, fully registered for the market.
