The ICEGATE old website, commonly accessed through old.icegate.gov.in, is the original Indian Customs portal that has been gradually superseded by ICEGATE 2.0. When Customs began the switch on 16 November 2022, it did not redirect every user to a new address overnight. Instead, it kept ICEGATE 1.0 reachable at this address so that anyone whose filing location had not yet gone live on ICEGATE 2.0 could keep working without interruption. According to ICEGATE’s own portal history, it functions as the centralised hub for electronic interactions between Indian Customs and trading partners, and that core purpose has not changed between the two versions; only the interface and feature set around it have.
Note that ICEGATE access itself sits downstream of your Import Export Code (IEC), so if your IEC is inactive or not yet issued, that is usually the real blocker, not which ICEGATE portal you are on.
ICEGATE 2.0 was rolled out location by location rather than all at once. Anyone at a location not yet operational continued using ICEGATE 1.0, while registered users at live locations gained access to the new portal as their turn came.
